As Partner and Chief Investment Officer, Allen leads capital formation and investment strategy for Toro Development Company’s growing portfolio, structuring partnerships that bring transformative mixed-use environments to life. With deep capital markets experience, he approaches every project with a focus on long-term value creation, aligning investors, partners and communities around a shared vision.
Prior to joining TDC, he served as Director of Investment and Senior Vice President at BCDC, where he spent more than a decade deploying equity across joint ventures with leading developers nationwide. He led complex deal structuring and implemented a data-driven investment approach while working with executive leadership to expand the platform and drive portfolio diversification.
Allen holds a Master of Science in Real Estate, Finance & Capital Markets, with distinction from the University of Reading’s Henley Business School, and completed executive education at Saïd Business School, University of Oxford through The Oxford Real Estate Programme. He earned a Bachelor of Science in Business Administration from the University of North Carolina Wilmington.
